I recently dealt with this same issue (maybe a month ago), and I believe they are basically either dust specs that got trapped under the clear layer of screen in the manufacturing process, or they are tiny breaks in the screen. It could be a few things.
It can happen but I do not believe it's very common anymore.
I returned the device for a replacement. Kobo does consider it a defect and will easily help you replace it. They did for me, and my replacement is perfect.
