I’ve not seen it on a Kobo but the Nook Simple Touch with Glowlight had this issue, I think the equivalent Kindle did as well, and I imagine the same is true for whatever Kobo was in that generation.

It’s basically a break in one of the layers above the light layer which would normally diffract the light. Thus resulting in little pin sized light holes.

Most brands have gotten this much more under control than it was back when the frontlight was a new feature. However I suspect all of them still have units which are afflicted. I’d be rather surprised if your replacement Libra had the same issue. I’d also be surprised if you see this issue again on any future eink ereader. It’s seriously becoming that much less of an issue than it was.
