I don't think this is correct. You are right: there is no 'download collection & collection content' button. However, I believe amazon offers what happysnapper is looking for.

If you open a collection in 'manage your content and devices', there is a button to 'select all'. With all the items selected, you can click the 'deliver' button. When you sync your Kindle, this will download all the items, and create and populate the collection.

Unless I am mistaken, this meets the specifications of happysnapper's request: the collection will be effectively downloaded complete with all its content. Edit: unless it is the case that clicking the 'deliver' button does not cause the items to be downloaded the next time the device is synced?
