Spoiler:
My process was:
1. Downloaded the KoboRoot-ScreenSaver-20181216 zip file.
2. Extracted the files
3. Renamed the KoboRoot-ScreenSaver-20181216.tgz to KoboRoot.tgz
On the Kobo:
4. Turned off the Show Current Read option
5. Mounted the device and the file explorer opened up
6. Went into the .kobo file and pasted the KoboRoot.tgz file
7. Ejected the device and unplugged when the notification for removing safely appeared
8. The Kobo did reboot, but I didn't see the line that you describe, I don't believe
9. Remounted the device and found the .addon file
10. Pasted in my choice image as a PNG file amongst the existing options
11. Uninstalled that configuration using Notepad++ like recommended

Like I said, I can see the images in the books section as PNG files, but my power off and sleep screens still read "Power off" and "Sleeping".

Do you have any tips you could offer as to what I may have missed?
Place your screensaver images in a directory called screensaver inside the .kobo directory. Please note that the directory name is case sensitive. I suggest using images close to the screen size of your Kobo (I modified my image choices to match the screen size and gray scaled them at the same time using ImageWorsener).

Under Settings => Energy saving and privacy, I have Show current read and Show book covers full screen checked.
