PDF is the worst format to convert from. Results are often disappointing. See the thread linked by pdurrant.

Conversion to KFX is not always possible. The bulk of the work is done by Amazon's Kindle Previewer and it only converts books that meet Amazon's guidelines for Enhanced Typesetting. To make that happen you would need to convert first to EPUB format and then use the calibre editor to fix whatever is preventing conversion to KFX. That would be especially difficult in this case since no specific error is reported by the Kindle Previewer.

I suggest that you convert this book to AZW3 format instead. Don't be surprised if the formatting is rendered poorly due to the PDF source.
