Well,
1. Incoming travellers can bring 25k of brand new stuff for free (~500$) + A laptop (or was that 2?, I forget) as well.
Anything above that amount requires you to pay duty.
2. Of course, if you get rid of the packaging and stuff, you can always carry it in as a personal piece. This is more of a case by case thing. The occasional camera/ipod and stuff they really dont bother with so long as you just stuff it in your carry-on
, unless and until you are really really loaded with stuff :P
