That's what I do. I first build the epub for Draft2Digital and other avenues, complete with included cover. Then I delete the cover file and image and upload that version of the epub to the KDP. I have been doing this for eight years and never had the slightest problem.
But you are quite right that you can't sell your book through Amazon, which blocks any self-published book (not endorsed by Elon Musk!) that refers to Covid-19. That's a business decision. It may be altruistic but I suspect it's mercenary because Mr Bezos doesn't want to offender Mr Xi.
