Why not get an android tablet, install a big SD card, and install the lowest rated browser you can find?
AA Batteries - nope (You might be able to rig up an AA battery pack though)
Type by voice - yep
color eink* - yep provided the base ebook has color coding in it *obviously not eink though
100gb storage - you could get 1TB of storage if you wanted
ability to write on the screen - yep
still clunky web browser - I'm sure there's an absolutely terrible browser you can find the .apk for and toss it on as the default (and maybe only?) browser
