It can be done with little to no impact to resolution and no impact to refresh or battery life.
Either the colours are very washed out pastel shades and it's a little greyer without the front light, or if the colour is good, then you have half the resolution at best (both directions, or normal one way and 1/3 the other) and it's very dim unless in bright sunlight or high power front light. That's the case if it's eink.
There are two other static cell technoloigies for long battery life, Mirasol and a squeezable cell. Mirasol wasn't great colour and it seems to have died 10 years ago after one product sold by two companies. No-one has made a viable commercial screen using the cells that the coloured ink is squeezed in and out of, in any case it's likely quite dim.
So that leaves eink with either a full colour filter (ancient now) or the partial filter. Or OLED or LCD. Unless Qualcomm sells Mirasol to Samsung or someone Chinese.
