The manual factory reset and the factory reset from the Developer options are the same. I have checked this a few times. The both completely wipe the root and book partitions and restore from the recovery partition. The factory reset from the Device information screen doesn't wipe the root partition. It only only wipes the book partition to reset the contents. That probably doesn't clear the WiFi setup.
It sounds like the original factory reset was the latter version, which is not what @DNSB suggested.

Yes, it was plugged into the wall.
As for the factory resets, are you sure that you've tested them on a newer firmware? Maybe the newer firmwares have different settings for resets.
