As DNSB says, a manual reset.
On a different note, when I did a factory reset from the developer options, there were still WiFi issues.
I guess that the dev reboot doesn't completely wipe the device.

The manual factory reset requires that the device is plugged. And it has to be powered off.
The manual factory reset and the factory reset from the Developer options are the same. I have checked this a few times. The both completely wipe the root and book partitions and restore from the recovery partition. The factory reset from the Device information screen doesn't wipe the root partition. It only only wipes the book partition to reset the contents. That probably doesn't clear the WiFi setup.
It sounds like the original factory reset was the latter version, which is not what @DNSB suggested.
