Powered it off, then held button for 30 seconds. It went to a "Restoring..." screen, then booted. I had to set it up all over again. No WiFi issues.
As DNSB says, a manual reset.
On a different note, when I did a factory reset from the developer options, there were still WiFi issues.
I guess that the dev reboot doesn't completely wipe the device.
