I have sent you a PM with the link to the image, but, I don't think you need it. And, you will still have a problem.
The issue is probably that the device is not able to connect to the Kobo servers because the firmware is to old. Early last year, Kobo removed support from their servers for older security protocols. This was because they are no longer considered to be secure. If you are on an older firmware, such as after a factory reset , the firmware only supports these older protocols and cannot connect to the Kobo server.
You can get around this by using the Kobo desktop application. This still supports these device. They will do the setup and install the latest available firmware. Alternatively, you can manually install a firmware version that has the newer security protocols. That means using firmware version at least 3.19. You can do this before doing the setup.
It could be that the WiFi configuration is broken. A factory reset usually solves that. But, after that, or using the image, you will be back in the above situation for doing the setup.
