Kobo doesn't support azw, azw3 format at all. It supports some mobis (pretty badly), but not all.

Strictly, it doesn't. But, the work it does is after the conversion that calibre does if there is no suitable format. That means that if you don't have a format in is in the formats selected in the driver, it will convert to the first format in the list, and then send. For Kobo devices, it will be either kepub (via conversion, not the driver) or epub. If it gets converted to epub, the driver will transformed it to kepub during the send.

But, MOBI's are supported on the device, and selected in the driver. In that case, the MOBI will be sent unchanged.

So basically, this is working as designed.
