Right now Amazon is probably short handed during the Corona Virus problems. So they're missing some stuff.
I placed an order last week that qualifies for 2 day shipping. They said it would be here this week, about 5 days later not counting weekends. Two days before it was due to arrive I received a notice that it would be delayed until the day it was due to arrive, which it was. So it arrived a day earlier than I was told along with apologies for being late.
In the past many years that I've had Prime shipping they've rarely been late. They've done their job beautifully. I don't think I'm going to hold it against them that they're getting a few things wrong during an epidemic.
However, for Amazon haters this probably is a joyous time.
By the way, I downloaded the 5.1.24 firmware and installed it on one of my Paperwhites. I had absolutely no problems with it. I've since installed 5.1.25 and installed it and I've had no problems with it. It's true that I do most of my reading on a phone these days so I can't say I've thoroughly tested it but I've played with it more than a little bit looking for problems and haven't found any.
