As it stands, I'm trying to find a way to take photos of my Forma's screen and OCRing them on my phone. To me it feels possibly more reliable than how things are currently supposed to work.

If you're not getting new highlights saved, and old annotations etc are being removed it sounds like your Kobo's database is corrupt.
Kobo themselves do not, to my knowledge, actively support exporting annotations. Rather it's a functionality of third party additions via Calibre or otherwise.
This forum is not, and has never been officially associated with Kobo in any way what-so-ever. Occasionally Kobo staff may comment on threads here but it is generally not in an official capacity unless they note otherwise in the specific post.
I've found the few times I used their support for technical issues that it was responsive, it wasn't always ideal but given that the folks you're going to speak to are entry level customer support the job got done. Though for non-technical issues their support has a more spotted history.
As to github, the folks looking at that are unlikely to be the ones who can affect change, looking through the comments, including yours, they seem largely to be feature requests/enhancements. The devs working on Kobo's software aren't going to be able to confirm, deny, etc anything to do with those features. I mean they could maybe say "your request has been read" but that's really a nothing statement.
