Just buy a Kobo Libra and never turn on the WiFi. It's really off when you turn it off.
You can use an imaginary address when registering (once) on WiFi, or directly edit the database via USB to mark it registered.
There are old eink ereaders from China on eBay, but the screens are low resolution and some don't have touch. Not worth the money.
