Yes. As far as I can tell from examining the firmware there is no connection between the screensaver cover feature and cover thumbnail images.
When a book is opened for reading the cover image will be extracted from the book, resized to fit the screen, and a copy saved for use by the screensaver.
As far as I can tell it should be possible to create a dummy book with whatever cover you want and open it just before shutting down the Kindle in order to get your own custom screensaver.
