Just curious where are you getting that dramatic re-write idea from?
Software versions usually follow the Major.Minor.Patch logic.
The jump from 5.12.3 to 5.12.5 implies there are no big structural changes in the software, so it's not likely that the PW3 couldn't run 5.12.5 in principle.
It's a black box to me, but since they had .4 out and removed it, I think it's more likely that the PW3 happened to have some issue with .4 and they still have to figure it out before PW3 can catch up with .5
