Every other software I use with mouse scrolling is no where near as sensitive as calibre. Which means....calibre programming is the problem. I read three years worth of complaints about this. It's not the user's fault.
Please look at the screen shot, PAY attention to the part that says:

it sounds to me like you are in flow mode with auto scrolling enabled.
