LEDs do indeed degrade over time with decreasing light output. For the LEDs that use phosphors to produce other wavelengths, the phosphor degradation will dominate resulting in a shift to a bluer tint.

Other things affecting the output of an LED are the degradation of the epoxy coating, electromigration of atoms in the LED and its junction with the metal leads and thermal damage.
