They might be figuring if they "just do it" most people won't notice or think it's just an outlier and they'll fly under the radar without pushback until it's a fait accompli.
They might be right: MacMillan's biggest mistake might've been publicly announcing it.
After all, dry goods vendors routinely raise prices quietly by reducing the amount of content without reducing packaging size and it takes months before even CONSUMER REPORTS notices. A few grams here, a few grams there, over the entire market it adds up to real money.
