You could say what You are doing: are You trying to insert Your book in the Apple store? Which program did You use to create Your book?

If You have no copyright issue You could post Your book here, at least a sample with the same problem You experiment.

Or You could use the calibre scramble ebook plugin (I don't know if it works with fixed layout books) to let people understand which problem has the book avoiding that somebody could really read it.
Yes i try to insert in Apple store, and i use Sigil for editing.

Check the <package> tag in the .opf file. Reflowable Apple Books usually have the following package tag:

<package version="3.0" unique-identifier="PrimaryID" xml:lang="en" prefix="ibooks: http://vocabulary.itunes.apple.com/rdf/ibooks/vocabulary-extensions-1.0/" xmlns="http://www.idpf.org/2007/opf">

If you've edited the book with Calibre, it might contain a Calibre namespace reference, which you might have to remove along with all custom Calibre metadata entries.
