I think 800 x 600 is a minimum. There is a 4.3" eink with that, but it's about $70 + duty/tax on eBay.
Most of the cheap no-name phones are GSM only. Some of that here has been swapped to 3G and ANY operator can swap any mast here to 3G with no public notice, just a 6 month in advance note to the regulator. So you ARE potentially buying a PDA!

That is the whole point: a bargain bin unlocked phone *is* a PDA. Wireless compatibility beyond WiFi is irrelevant in a disposable reading gadget. Or media player. SIM use is optional.
480x800 4in is the *minimum* available. At $40.
If you want more, there are bigger models up to 1080p within the quoted range. Like this one from Alcatel for $69.

And if you *want* a phone you can still get a phone.
But those go up to $2000 and are hardly disposable.
