Team Biblos claims that Kobo is unable to disregard the publisher's CSS and that is why I am unable to change font on library books.
Now I remember - I did manage to remove the .css file on one such library book with Sigil, but when I tried to reimport the saved copy of this book to Kobo, it would not open on Kobo - it said I should re-authorize it with ADE.
