[Android/iOS] Which PDF reader has the best Reading Mode/Reflow implementation?

My experience with an example private PDF I can't share here. A part of the PDF has three lines:

Line one.
[Empty line]
Line two.
Line three.
Line four.

  • Adobe Acrobat/Xodo: They represent the file the same way:

Line one.
[Empty line]
Line two. Line three.
[Empty line]
Line four.

  • Foxit PDF represents this segment like this:

Line one. Line two.
Line three.
Line four.


It's interesting to note that Adobe Acrobat and Xodo renders the PDF in the same way while Foxit PDF renders it differently, but none of them renders if the way it should look. Has reading a PDF document on mobile been solved by 2020? What's the closest best solution yet? I've tried the above experiment on an Android phone. Is it any better on iOS?
