Which is the point. If you go below a certain threshold, ascenders risk getting chopped off at the top, and descenders risk getting chopped off at the bottom.
As the actual effective line-height depends on font metrics, we don't have a magic value for you. Just play with font sizes & line-height until you've found something that works for you. And, yeah, that'll involve *increasing* line-height.
@rashkae was taking about the *stock* behavior as an example of why you're running into trouble with custom values (1.2em is a common standard for line-height, and it can even look decent for font with tight metrics).
