My first thought is that it is broken. I've had one Touch in my house that was sort of like that. In that case, half the screen did work.

A factory reset is always something to try. Otherwise, open the device and check the cable for the screen is plugged in properly and not damaged. You can also check the back of the screen. The back shows some breaks better than the front, and sometimes it is at the edge where it is hidden.
