Thank you Kovid. I tried that, and also playing with the compatibility options of Windows. However, nothing worked.
I am using a dual screen with an external monitor and 125% scaling for text. This could be the origin of the issue. I have read that changing the scale to 100% and logging out and in windows again can solve it. I could try later since I have app opened right now I cannot close. However, it doesn't feel like a long term fix since I'd rather keep the scaling to 100%. I also tried to plug off the external monitor and install the program and it still gave the same problem.
Maybe I will just live with it then and use only the bottom part of the screen.
