The only device without Wacom that halfway meets the requirements is the Likebook Mars - 7.8 inches, Android 6.
For outdoor computing I use the Likebook Ares - 7.8 inch, Android 6. The Wacom stylus to place the cursor because the screen is too slow to display the mouse pointer.
All 10.3 inch devices with Android have Wacom.
The 10.3 devices have the same resolution as the 7.8, but the screen is not easily fragile, and they are more than 70% more expensive
