I am concerned that your calibre library is in a location that is being constantly synced to one drive cloud.
That is very often a cause of problems.
So books are going from your d drive, to the one drive cloud, then are going from that cloud to the sd card in your tablet

Maybe the problem is that you are trying to download them to the tablet before they have finished uploading from d drive to cloud. If you have slow internet, this becomes more likely.

I don't use one drive so I don't know how to tell you to check if all sync processes are complete, I expect someone else will do that.

Can you connect cc to the calibre content server, which is part of the calibre setup, and try to access the books that way. That method takes away the one drive cloud from the process.
or select the option to connect as wireless device to calibre and see what happens with that.
You may been to configure cc with an address for calibre or it may find it automatically. And you need to turn on context server, back at the library pc
