That is one of Amazon's Enhanced Typesetting features that is only available for books in KFX format and only works on recent versions of Kindle app/device software.

Amazon's software that generates KFX uses heuristics to decide whether each table would benefit from that handling and only enables it in those cases. (I don't know the details of that decision.)

It is possible to convert your own books to KFX format for sideloading using my KFX Output plugin.
