no its not a bug. swipe changes screenfuls. tap changes by pages. you can setup tap on margins to change screenfuls if you like, in the viewer preferences under scrolling behavior.
And long taping selects a word. If you want to select more without a mouse, you will need to wait for annotations support coming in calibre 5.
As for the size of the dock window controls, they come from Qt. and cant really be changed.
