The pathname in the link implies that this is an ePub file, though it downloads Firefox on Win10 without an extension. I added a ".zip" extension and File Explorer could navigate the folder tree in the ZIP successfully and revealed typical ePub structure. When I changed the extension to ".epub" it would open fine in calibre's Editor.
It seems that the site is not correctly configured for handling ePubs and the OP's browser added the ".dms" as its default for an "unknown" data stream. This used to be a common issue here on MR, back in the days when ePubs were new.
