i think we can rule out issues with client devices as multiple devices all time out.
a test with windows in safe mode, or alternatively a manual complete suspension of firewalls would be a useful elimination.
from a command prompt run ipconfig on the server machine . anything unusual?
ipconfig /all will bring up more details & you can copy, paste, post results
