Did you restart calibre after installing the plugin? This must be done for the plugin to work. If it doesn't, open the configuration, make a change and save it. You can reverse the change later. I can't think of a reason why not having the file would cause a problem. And testing here, I can't reproduce it this way, but, it will at least remove a possibility.
