There is no "device_drivers_KOBOTOUCHEXTENDED.py.json" file in the Calibre configuration directory. Calibre is portable and running on Windows 10.
The plugin is installed from Calibre this way:
"Open Preferences -> Plugins -> load plugin from file, install and restart calibre."
Is there anything i am not doing correctly?

I think the most likely issue is that there is a character in the option "Copy generated KePub files to directory" that isn't being handed properly. Or the "Title to test when debugging" field. Clearing these will probably fix it, but, seeing the config file will let us check.
And the fact that seriesmeta-windows-64bit.exe works has absolutely nothing to do with anything here. There is no shared code and they act on different data sources. If they both failed at the some time, it would be a coincidence. Or mean that you would probably be doing a factory reset of your Kobo device in the near future.
