Renewing the lease on the WiFi can sometimes fix a sluggish connection on an iDevice.
Settings...WiFi...tap the "i" in the circle next to the connection you're using, then select Renew Lease
I'll do this is my iPad Pro is sluggish while my husband's iPad connection is fine.
We do try to reboot the whole network every week or two, starting with the modem.
