Tip: It's the same behavior for cellular iPads. Unlike Android, Apple doesn't allow direct texting to a cellular iPad's phone number.
You need to manually enable SMS forwarding for all new iPads linked to your account. Doesn't matter if you change the iPad name or not. SMS forwarding needs to be enabled for each device. Lol, I actually have a couple of iPads simply named "iPad" so there are two "iPad (iPad)" in my text message forwarding list.
