If your Kindle account is tied to a country where Special offers exist, the option is available in the "Manage My Devices" page (or wherever that ends up being now, I haven't really visited it since at least 7 website redesigns ;D).
EDIT: Yep, Account > Manage Your Content and Devices > Devices tab > It's in the [...] popup attached to the device in question (once registered).
Otherwise, @dhdurgee's advice is solid, Amazon CS has been known to deal with it for imported devices.
