Small contractors seem to be a gray area. We have plumbers doing some work while we're closed and no one else is in the space.
I took a stroll around a nearby cemetery (nicest park in easy walking distance), and they had at least six or eight groundskeepers going just that I saw. Obviously some work in a cemetery has to carry on, but some of the hedges could probably go without trimming.
