March 2020 Update!
Thanks to previous posters for great advice.
I hadn't used my Kobo for a couple of years and recently tried to use it and was facing exactly the same issue. I just managed to fix it by trying a different USB cable as suggested by Melanoodle.
I actually made two changes at once: I swapped the USB cable for a different one and I also plugged my laptop in which had been running on the battery only. Not sure if plugging the laptop in is relevant but mention it anyway.
