My "Home" doc has links to three pages (but no links to their sections), and then each page has links to three subsections. My TOC ends up looking like this:

- Page 1
- Page 2
- Page 3
- Page 1 Sec 1
- Page 1 Sec 2
- Page 1 Sec 3
- Page 2 Sec 1
- Page 2 Sec 2
- Page 2 Sec 3
- Page 3 Sec 1
- Page 3 Sec 2
- Page 3 Sec 3
Am I doing something wrong? Or is this just the way it is?
