Not for all products. Certainly not in Ireland for ebooks. Irish customers of ebooks can now (didn't used to be able to) switch to USA instead of default UK. You can't have both.
Anything without the £20 "free shipping" to Ireland (usually you don't know if the free shipping applies till checkout!) MAY be cheaper from Germany, the amazon de has an English option and has Euro pricing, which Ireland uses.

When searching on USA, UK, German market places (there isn't one for Ireland) you'll get offered items which don't actually ship to Ireland.

I have a separate USA real kindle, real address and and feed it gift vouchers to do test purchases.

Probably for historic market monopoly reasons you may be only able to use a kindle generally with the Marketplace for your registered kindle address. UK & USA have had a fraught history since 19th C because of USA publishers ignoring UK copyright. Many "big" publishers have "divvied" up the world for English language titles.

I think I had to create a separate account for amazon japan, fortunately the screen layout matches!

So it's only partly Amazon stupidity, partly the Publishers. Historically Ireland even after 1922 has been treated as a UK region by International companies, not just Publishers, so often exclusive UK distribution rights for Film, TV, books, clothes, machinery etc include Ireland. A Spanish supplier of test gear would only supply via UK wholesale. Currency hedging x 2. Perhaps with Brexit part of the UK parasitism (since 17th C actually!) on Wholesale distribution to Ireland from 3rd countries will end over the next year.

Still no sign of Amazon PROPERLY selling in Euro to Ireland. Crazy Amazon Sterling and mad euro equivalent only last stage checkout. Though they have added English to german site and option to switch Kindle to USA.
