could be anything from ( likely) you are repeatedly failing the CAPTHA test, to ( unlikely) someone has hacked and stolen your amazon account.
do the obvious tests of visiting your amazon account on web & checking all is well - account data, recent purchases, consider changing your password anyway in case you are mis-remembering it.... then checking what works from other devices, remove and re-install send to kindle....
