FWIW, this vaguely looks like what happens when the tail end of the UI fails to boot.
It's conceivable they botched something that impedes the UI from booting up properly without tripping the existing fail-safes agianst that (say, the ccdb migration? which would explain why a deregister+reboot magically fixes it). That it didn't trip the fail-safe is kind of a small favor, because that'd have been a one way trip to the dreaded "Your Kindle Needs Repair" screen.
