It isn't dependent on WiFi being on. And it doesn't have to be a book from Kobo. On my Libra H2O, my two most recently opened books are one from Kobo which is non-series and the only book by that author. The only collection it is in is a large collection with a lot of unread books. The other is sideloaded, non-series and there are five other books the same author. Two are unread. This book is not in a collection. The author is on the home page.

On my Clara HD, the book from Kobo has synced and is in the first position. The collection it is is what is on the home screen.

As I said, I don't know what the exact rules are. There seems to be a preference for the collection over the author. And I think opening a book from a collection pushes it up in the preferences. Beyond that, I don't know the rules.
