Re Smashwords, it's mostly self-published authors with a smattering of reverted backlist titles. I find the best thing is to bookmark authors in your profile and check them periodically (note that some authors will have multiple entries).
I see discounts on Doranna Durgin, Melissa Scott, Sherwood Smith among others.
