You can use ADE 4.5.x with the current tools if the site you are downloading from either has not upgraded their Adobe Content Server or has not enabled the newer Adobe hardened DRM on their upgraded ACS.

I only received one epub with the new DRM when I was testing with a newer version of ADE.
