I'll try to find a pattern. But I suspect i won't find anything to induce it, because it's actually happening on all libraries - even immediately after starting calibre. I'll try rebuilding the databases. If I can't find a trigger, I'll post my Test library database at launchpad. It's not important, just looks odd to me. And I'm not sure how long its been there, I don't use the Tag Browser that much, especially the Formats category.

In this instance One would be better than Two.
So, given the
Find in Tag Browser shortcut doesn't do anything, I suggest it be removed and
Find Next shortcut be re-branded as something like
Find First/Next in Tag Browser.
